We review the properties of intervening Mg II absorption line systems over the redshift interval 0.3 to 2.2. We include what is currently known about the overall statistical properties of the absorber population, the galaxies associated with the absorbers, the kinematics of the low ionization gas, the associated neutral hydrogen and higher ionization gas (esp. C~IV), and the multiphase ionization conditions. Further details can be found in the poster presentations of Mellon et al., Rigby et al., and Charlton et al.
We briefly discuss the implications for scenarios of galaxy evolution from the perspective of Mg II absorption line studies based upon the evolution in the properties of the absorbers. We also present our plans to extend these studies to z~4 using a moderatly high-resolution, near-infrared spectrograph on the Hobby-Eberly Telescope.
