[28.06] Challenges of Data Archives

Although it is fully and freely acknowledged that astronomy research depends heavily upon an ability to access and share observations made at a variety of wavelengths and resolutions and with a variety of techniques, one encounters unexpected resistance to the creation and maintenance of even the most basic libraries of data. The discussion of the associated problems stems from the experience of an IAU Working Group.
