[89.05] Obtrusive Light: the CIE-150 Document

The International Commission on Illumination in 2003 produced a new guide document (CIE-150) entitled Guide on the Limitation of the Effects of Obtrusive Light from Outdoor Lighting Installations. It contains an excellent background to the topic and many details about both the problem and recommended solutions – design, installation, and operation. It recommends consideration of the total environment, including the surrounds. It uses the concept of environmental zones and gives specific recommendations for lighting parameters based on these zones. It is an invaluable reference for anyone interested in the issues.
