We discuss discovery of a fourth AGN X-ray QPO candidate, NGC 4395, reported in Moran et al. (2004). Combined with the other three AGN, and Galactic black hole candidates in their transition states, we find that the period P is related to the X-ray luminosity L by P \propto L2/3. We discuss possible origins of this relationship and compare the QPO frequencies with the periodogram break frequencies observed in other AGN.
