Preliminary analysis of the third flight of the Medium Scale Anisotropy Measurement (MSAM1-95), launched in June of 1995, is presented. This flight extends the MSAM1 sky coverage to include an independent strip of sky of nearly constant declination 9\deg from the North Celestial Pole. The approxiamtely 4.5 hours of microwave background observation at 5.6, 9, 16.5, 22.5 cm^-1 are discussed as well as a best fit spectral model comprised of Galactic dust and the Cosmic Microwave Background Radiation.
