We introduce the new Education and Public Outreach (EPO) program of the High Energy Transient Experiment - HETE, a small scientific satellite designed to detect and localize gamma-ray bursts (GRBs). The HETE science program relates to topics of high interest for the general public and is linked to national and local science education standards in the areas that address the origin and evolution of the universe, the final outcomes of stellar evolution based on mass, and the electromagnetic spectrum. The HETE EPO program features these engaging topics in a week long Summer Institute for middle and high school teachers. The Institute is designed around three overarching questions that address the contribution of new technologies in the understanding of the structure and evolution of the universe, the role of gravity in defining the architecture of the universe, and conservation of mass and energy in the life cycle of stars. We present the materials developed to support the activities of the Summer Institute and to make the HETE mission known to the general public. In addition to an interactive poster and a series of oversized postcards, we premier here the video "All HETE: All the time" that features the HETE mission scientists in a conversations about GRBs, black holes, HETE, and the wonder of new scientific discoveries.
