[159.04] Overview of SOFIA's Observing Cycle 0 and Cycle 1

Cycle 0 will be a period (lasting up to a year depending on exact dates of project milestones) of shared risk for approved guest investigator proposals This will be followed by a conventional year-long Cycle 1 of routine scientific operations of the observatory and instruments.
