Observations of the afterglow of gamma-ray burst GRB 991216 have been reported at wavelengths from radio to the X-ray band. BATSE observations at energies above 20 keV show intense prompt emission lasting about 40 s followed by a long tail which persists at least 1000 s beyond that time. We present temporal and spectral characteristics of both the prompt and extended emission, and explore whether the tail might be the gamma-ray signature of the afterglow.
