The first BATSE GRB spectroscopy catalog contained time-resolved spectra of 156 bright GRBs and was compiled before the end of the CGRO mission. The new complete catalog includes ~ 350 bright GRBs selected from the entire BATSE database. For each burst, both time-integrated and time-resolved spectra with high energy resolution are presented. The new catalog not only doubles the sample size but also gives fit results for four different photon models for every spectrum. Because BATSE provided the largest GRB database from a single experiment, this catalog is the most comprehensive summary to date of the spectral properties of GRB prompt emission. This large spectral database will facilitate quantitative investigations such as studies of correlations among spectral parameters. We present a detailed description of the methodology employed for this new catalog as well as the preliminary results.
